I'm not sure how to use are read a ruler in order to do the assignment I need help with trying to understand scale reading.

There are some nice and detailed instructions in the classroom and the attachments in the original post "Reading the Architectural Scale," here is a video that should help as well, keep in mind, in this video it is only focused on 1/4" scale, but you can translate this to any scale:

If you are trying to use a ruler with inches only, you need to invest in an architects scale ruler. You can pick one up at most office supply or art stores, here is a link to what you need for the course: http://www.dickblick.com/products/alvin-professional-triangular-scales/
