I trying find high end retouching video that deal with dodge and burn on skin retouching...

I'm not sure what you are looking for specifically but Smashing Magazine offeres a list of video demonstrations on retouching skin that are very helpful.

Hi there. You can buy or download a book "Professional Portrait Retouching Techniques for Photographers Using Photoshop" by Scott Kelby. It is a great book!

Digitalphotoretouching.com sells a video series on high-end retouching.  Click on the link below to go their website and see.  Also, ther are so many techniques out there and different approaches to dodging and burning.  The trick is to find what not only works for you, but for the image you are working with.  One technique is not the right tool for all jobs.  Great retouching is truly an art that takes time and practice to master.
