If IE statement Conditional Statement

I am having some overlapping issues in IE (see attachment). I tested in version 11.

I am trying to write a conditional statement to correct this issue. Can I get some guidance?

I would like to write it for IE 8 and greater.

Are you sure that this is an IE issue and not a screen resolution issue? Could you reduce the spacing around/between the navigation bar items so that they fit in all browsers (maybe use percentages). As of IE10 conditional comments are no longer supported in standard mode.

I would assume it is an IE issue because all other browser display correctly. I will change the padding-right and see what happens.

Can you recommend a good resource for testing on IE? I was using Adobe Browser Lab, but they shut that down. Thanks!  ;)
